Legislature approves abortion bill
Dir Mark Sanford said he probably before the signing of a controversial abortion ultrasound reinforces the bill informed consent procedure in a clinic, but stops briefly forcing a woman to an image of her fetus.
If Sanford signs the bill, which makes the display of images on ultrasound option, the SC 16 State of such a law.
The General Assembly - after more than a year-to leave and return, sometimes schrille negotiations - an agreement on the bill Thursday. Legislators and supporters on both sides of the problem was by far the compromise on the compatibility of a bit of victory.
“There are (women) information that would be maybe they do not,” said Senator Linda Chester Short, who voted against the House version, a woman is considering ultrasound.
“At the same time it protects their right to do, very personal, very private, important decisions concerning their bodies,” said the representative of the Democrats.
Rep. Greg Delleney, Republicans, Chester drafted last year, the bill of a woman for an ultrasound, said the compromise contemplative forge a clinical environment for women with a critical decision.
“I hope that ultrasound is to convince women to forgo abortion,” said Delleney.
In the compromise, Delleney aware, a woman must:
• Be informed that an investigation is conducted by ultrasound done
• Be aware of their rights to the image, whether during ultrasound or after recording
• Then, wait an hour before an abortion is
• sign a confidentiality agreement
“The waiting time was a fake,” said Delleney.
Sanford has the possibility of signing or vetoing pass without his signature.
“We are in the concept of support,” said spokesman Joel Sawyer Sanford. “We are going to the final draft of the legislation, but we would be inclined to sign it.
Delleney’s Push-to-have a pregnant woman, her gaze ultrasound before an abortion affected by a fire tower charges and countercharges over the past year.
Although relatively routine ultrasound in women during pregnancy, whose purpose and use by doctors and clinicians from the first line was designed to unfair protection and determining the age of a fetus.
Women are also required under the SC law to wait an hour before making an abortion, and they must sign the agreement forms. Delleney bill would have required an additional signing of the agreement, the rights of abortion as proponents of emotional abuse.
Under the House bill passed, South Carolina became the only country to require a woman to her ultrasound before accessing a criminal abortion.
The spectre of constitutional issues and invited SC Attorney General Henry McMaster on the issuance of 2006, a legal opinion requested by the legislature to craft legislation more clear.
“This (compromise) is much, much milder,” says Brandi Parrish, a lobbyist for South Carolina Coalition for families in good health, in favor of abortion rights. Although satisfied with the result, Parrish said state lawmakers should be more direct their energy to expanding access to means of prevention.
Mary Spaulding Balch, director of the State legislation for the Right to Life Committee was satisfied with the bill.
“Ultrasound opens a window into the mother’s uterus and shows the miracle of life in real time,” said Balch. “The South Carolina Legislative expected applause for the protection of the mother during the last chance, a witness this miracle before the real decision of life or death.”
